How a FBI case and a 13-year law enforcement brotherhood converged in Germany’s most famous port city

Part I: A Walk Through History and a solved FBI Case

The International Police Association (IPA) German Section recently hosted two American IPA friends who arrived independently but shared a monumental milestone: 

The morning took an unexpected, high-security turn. The Rathausmarkt was cordoned off for an official state visit by GermanFederal Chancellor Friedrich Merz. When on duty IPA member Michael Schröder spotted our guests, they took a quick photo andinformed them that the motorcade was arriving. The Chancellor exited his vehicle with his back to the crowd and vanished directlyinside. Joe was quite surprised by the lack of public interaction, joking that no matter one’s opinion on Donald Trump, the former president would have at least turned aroundand waved to the crowd! Due to the strict security lockdown, the planned exclusive tour of the Rathaus had to be bypassed, but theoperational experience was fascinating.

Insisting on exploring Hamburg entirely on foot, Joe and Maureen covered immense ground. Jörn showed them the architecturalKontorhäuser, a historic Paternoster elevator at the Laeiszhaus, St. Petri, and the ruins of St. Nikolai. They explored Deichstraße, theSpeicherstadt, and enjoyed views from the Elbphilharmonie Plaza before walking through the Old Elbe Tunnel, taking a ferry toFinkenwerder, and visiting the greened Bunker on Feldstraße.

Joe was no stranger to Hamburg. In 1999, he was here on active duty. Following a grueling four-month European manhunt, Joe andsix local Hamburger LKA (State Criminal Police) investiga- tors successfully arrested a stockbroker at the Hotel Prem who hadembezzled over $300 million USD. Jörn managed to track down all six original German detectives from that historic bust. Althoughoperational duties prevented them from joining the evening dinner, the cross-border brotherhood remained deeply respected. Towrap up this intense deployment, Jörn organized a big IPA come-together (Stammtisch) to honor our guests at the traditionalrestaurant “Hacker Pschorr” in the Lange Reihe district, where 28 attending IPA members spent the evening trading challengecoins and agency patches.

Part II: A Growing Friendship

Thirteen years ago, I first met Michael Schmitz through the International Police Association (IPA). Back then, he picked me up from the airport, and we went on a ride-along together in his precinct in Baltimore County, Maryland.

Recently, Michael visited me again for a wonderful week packed with encounters, memories, and classic Hamburg impressions. Our reunion kicked off with the mentioned IPA Stammtisch at the Hacker-Pschorr restaurant in the St. Georg district. Conversa- tions about daily duty, the operational differences between US and German policing, and shared travel experiencesquickly built a deeply familiar and warm atmosphere among a large crowd of IPA friends.

A major highlight of his visit was the Port of Hamburg. The official opening ceremony of the 837th Port Anniversary (Hafengeburtstag) beautifully blended maritime tradition with modern port logistics. Together, we explored the Old Elbe Tunnel andexperienced an exclusive IPA harbor cruise at night, complete with fireworks – Michael was impressed by the illuminatedcontainer cranes and the iconic Elbphilharmonie.

As part of this maritime experience, we had the special opportunity to tour the Water Police’s newest vessel, the „WS2 Bürgermeister Nevermann“. This state-of-the-art patrol boat features a plug-in hybrid propulsion system, offering a fully electricruntime of at least two hours for professional operations. It serves as a true symbol of the modernization and strongerenvironmental focus of our marine units.

Our sightseeing tour included the Elbphilharmonie with its sweeping views over the Elbe River, the historic Krameramtss- tuben(historic guild houses), and the main church of St. Michae- lis. The newly greened Bunker was also on the agenda, and we stoppedby local favorite Jim Block for a down-to-earth lunch break.

The trip continued with sports and camaraderie. Experiencing the HSV soccer match against SC Freiburg together brought an amazing stadium atmosphere and a profound sense of com- munity. Furthermore, we visited the showroom of Nahe-based “Gearbuddies,” an official cooperation partner of IPA Germany, to talk shop about tactical gear, duty badges, and collector’s items like patches and coins.

Our visit to a local police precinct (Polizeikommissariat) proved to be exceptionally rewarding. Having a direct peer-to-peer exchange with fellow officers, gaining insights into local opera- tions, and discussing specific calls and equipment once again proved just how vital personal connections are within the global IPA network.
